Canada eTA for Visa-Required Countries: Who Qualifies in 2026?

Citizens of 17 visa-required countries may be able to fly to Canada with an electronic travel authorization (eTA) instead of a visitor visa — but only if they meet additional conditions. This guide explains the current country list, the 10-year Canadian visa / valid U.S. visa rule, air-only limits, dual citizenship, and the situations where a visitor visa is still required.

In short: A passport from one of the 17 countries below does not automatically make a traveller eTA-eligible. Under the current rules, the traveller must also meet the prior Canadian visitor visa or valid U.S. nonimmigrant visa condition, be coming temporarily, and travel to Canada by air. If those conditions are not met, a Canadian visitor visa is generally required.

Do I need a Canadian visa if I already have a U.S. visa?

It depends on your passport and how you travel. A valid U.S. nonimmigrant visa does not make every traveller visa-free for Canada. If you hold a passport from one of Canada's select visa-required countries, a valid U.S. nonimmigrant visa on the day you apply may satisfy one condition for an eTA. You must also meet the other eTA requirements and be travelling to or transiting through Canada by air.

If you do not meet the eTA conditions, or you plan to enter Canada by car, bus, train or boat, you may need a Canadian visitor visa instead. Check the current rules before travel because eligibility can change.

What is this special eTA rule?

Canada normally separates travellers into visa-exempt and visa-required categories. However, section 7.01 of the Immigration and Refugee Protection Regulations creates a specific route for citizens of certain visa-required countries. If the traveller meets the additional requirements, they may apply for an electronic travel authorization (eTA) and use it to fly to, or transit through, a Canadian airport instead of obtaining a temporary resident visa (visitor visa).

This is an important distinction: the rule does not make the listed countries broadly “visa-free.” It creates a conditional eTA option for certain travellers. The safest wording is therefore “citizens of select visa-required countries who may be eligible for an eTA” — not “eTA-exempt” or “visa-free countries.”

The 3 core requirements

IRCC currently states that a traveller in this group must meet all three requirements:

  • Visa-history requirement: You held a Canadian visitor visa (temporary resident visa) at any time during the 10 years immediately before the eTA application, or you hold a valid U.S. nonimmigrant visa on the day you apply for the eTA.
  • Temporary stay: You are coming to Canada for a temporary stay (normally up to six months as a visitor, subject to the decision at entry).
  • Air travel: You are flying to or transiting through a Canadian airport using a valid passport from one of the listed countries.

As of August 12, 2026, both IRCC and section 7.01 of the Regulations identify the following 17 countries. Indonesia and Malaysia were added in May 2026. Because this list can change, travellers should verify the current rule on Canada.ca before applying or booking travel.

The 10-year Canadian visa or valid U.S. visa condition

For many travellers, this is the part that decides the answer. Under the Regulations, a person in the 17-country group may apply for an eTA only if they have held a Canadian temporary resident visa during the 10 years immediately before the eTA application or hold a valid U.S. nonimmigrant visa on the day of the eTA application.

IRCC also clarifies an easily missed point: a U.S. nonimmigrant visa must be valid when you apply for the Canadian eTA, but it does not necessarily have to remain valid on the day you later travel to Canada. Your circumstances can still raise other entry or admissibility issues, so this should not be treated as a universal answer for every traveller.

Air travel only: eTA is not a substitute for a visitor visa at land or sea borders

This is one of the most common and most expensive mistakes. A traveller who qualifies for the special eTA route may use it to fly to Canada or transit through a Canadian airport. The same traveller still needs a valid visitor visa when arriving by car, bus, train or boat — including a cruise ship.

What about dual citizenship?

Dual citizenship can change the answer because the travel document used matters. IRCC’s entry-requirements tool asks travellers to select the country code shown on the passport they plan to use. If you have two citizenships, you should assess the rules for the specific passport you will present for travel.

There is an important exception: Canadian citizens, including dual Canadian citizens, cannot apply for an eTA. They generally need a valid Canadian passport to board a flight to Canada. Canadian permanent residents also cannot use an eTA and normally need a valid PR card or permanent resident travel document.

This article therefore does not target any particular ethnic or expatriate community. The legal question is the person’s citizenship, passport, status and itinerary — not where they live or their background.

Already have a valid Canadian visitor visa?

If you already hold a valid Canadian visitor visa, IRCC says you do not need an eTA to fly to Canada. You should continue to travel with the valid visa until it expires. Applying for an eTA simply because it appears faster or cheaper can create unnecessary confusion when a valid visa already authorizes the travel document requirement.

What an eTA does — and what it does not do

An eTA is electronically linked to the passport used in the application. If you obtain a new passport, a new eTA is generally required for that new passport. More importantly, an approved eTA is not a guarantee of admission to Canada. It allows an eligible traveller to board a commercial flight to Canada; the traveller remains subject to examination under Canadian immigration law on arrival.

Issues such as criminality, prior immigration violations, misrepresentation concerns, an unresolved Canadian permanent resident status, or other inadmissibility questions are not erased by an eTA approval. The travel-document question and the admissibility question are related but not identical.

How much does a Canadian eTA cost?

The official Government of Canada eTA fee is CAN$7. Apply only through the official Canada.ca eTA application page or a representative you knowingly choose. A much higher website charge does not make an application more likely to be approved.

When a simple eTA application becomes a professional-advice issue

A straightforward eTA application is inexpensive and is designed to be completed online. Professional representation is not necessary for every traveller. The more valuable question is whether your situation is actually straightforward.

  • You are unsure whether your prior Canadian document was actually a visitor visa.
  • Your U.S. visa recently expired or will expire around the application date.
  • You have a prior Canadian or foreign visa refusal.
  • Your eTA was not approved quickly and IRCC requested additional information.
  • You have a criminal charge, conviction, immigration violation or inadmissibility concern.
  • You have more than one nationality or passport and are unsure which document controls.
  • You previously held Canadian permanent resident status or may still be considered a permanent resident.
  • Your itinerary includes a cruise, land border crossing, or several entries into Canada and the United States.

In those circumstances, the issue is not “pay someone to fill out a simple form.” It is to identify the correct travel document and address any legal or factual problem before relying on an eTA.

Practical takeaway

Do not start with the $7 eTA form. Start with four questions: What passport will you use? Are you in the current 17-country group? Do you meet the prior Canadian visa / valid U.S. visa condition? And exactly how will you enter Canada? Those answers usually determine whether the eTA route is available or whether a visitor visa is the correct document.

As of the article review date, IRCC and section 7.01 of the Immigration and Refugee Protection Regulations list 17 countries: Antigua and Barbuda, Argentina, Brazil, Costa Rica, Indonesia, Malaysia, Mexico, Morocco, Panama, Philippines, Seychelles, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Thailand, Trinidad and Tobago, and Uruguay. Citizenship alone is not enough; additional eligibility conditions apply.
You must have held a Canadian visitor visa in the 10 years before your eTA application or hold a valid U.S. nonimmigrant visa on the day you apply, be coming for a temporary stay, and fly to or transit through a Canadian airport using a valid passport from an eligible country.
Not under this select visa-required-country program. IRCC states that these travellers still need a valid Canadian visitor visa when arriving by car, bus, train or boat, including a cruise ship.
Some Mexican citizens may qualify for an eTA for air travel if they meet the additional eligibility requirements. Those who do not meet all the conditions need a visitor visa.
Some Filipino citizens may qualify for an eTA for air travel if they meet all the additional eligibility conditions, including the prior Canadian visitor visa or valid U.S. nonimmigrant visa requirement.
Some Brazilian citizens may qualify for an eTA for air travel if they meet all the additional eligibility conditions. Others still need a Canadian visitor visa.
The passport and citizenship used for travel matter. Canadian citizens, including dual Canadian citizens, cannot use an eTA and normally need a valid Canadian passport for air travel to Canada. Other dual citizens should check the requirements for the specific passport they will use.
No. An eTA is a travel authorization used for boarding a flight to Canada. Admission remains subject to examination at the port of entry and applicable Canadian immigration law.
No. IRCC states that travellers who already have a valid Canadian visa should continue to travel with that visa until it expires.
A delayed eTA, previous refusal, inadmissibility issue, immigration violation, criminal history, multiple passports or an unusual travel plan can make the situation more complex. Individual professional advice may be appropriate before relying on a general guide.
