The BC PNP changes frequently. In recent years the program has restructured its streams, reduced and refocused nominations on priority occupations (currently organized around care, construction trades, and innovation priorities), and closed or paused several previous streams. The Basics

What Is BC PNP?

The British Columbia Provincial Nominee Program is BC's economic immigration program: it allows the province to nominate eligible applicants connected to British Columbia — workers, certain graduates, and entrepreneurs — for permanent residence. The program has two sides: Skills Immigration (for workers, generally through a registration and invitation system) and Entrepreneur Immigration (for business applicants).

A nomination is a powerful step, but it is not permanent residence itself. After nomination, a federal PR application still goes to IRCC — either through Express Entry (where a nomination adds a large number of CRS points) or as a direct federal application.

Who May Consider BC PNP?

  • Skilled workers — especially in the province's current priority occupations (healthcare and care roles, designated construction trades, and innovation/technology roles)
  • People already working in BC — with a qualifying job offer from their employer
  • International graduates — where a current pathway applies to their situation (graduate pathways have changed significantly; verify current status)
  • Eligible employers — who want to retain a key worker and are prepared to support the application
  • Entrepreneurs — considering Entrepreneur Immigration (see also our business immigration services)

Because nominations are limited and selection concentrates on priority occupations, meeting minimum eligibility does not by itself mean an invitation. An honest assessment of where your occupation and profile stand under the current rules is the right starting point.

Employer Support and Documentation

Most Skills Immigration streams are built around a qualifying job offer — which means the employer is a real participant in the file, not just a signature. Depending on the stream, employer cooperation typically involves:

  • A compliant job offer — generally full-time and indeterminate, with duties and wage matching the claimed occupation
  • Evidence of business legitimacy and operating history
  • Accurate information about the position, wage, and terms
  • Responding to program requests during processing

An unprepared employer is one of the most common reasons BC PNP files stall or fail. We work with both the applicant and the employer so each side's documents are complete and consistent.

A serious warning about misrepresentation: the BC PNP treats false or misleading information severely — it can lead to refusal, bans on future applications, and consequences for the supporting employer, in addition to federal misrepresentation consequences. Every fact in the file must be accurate and consistent with your immigration history.

The British Columbia Provincial Nominee Program (BC PNP) is BC's economic immigration program. It allows the province to nominate eligible workers, graduates, and entrepreneurs connected to British Columbia for permanent residence. A provincial nomination is not permanent residence itself — after nomination, a federal PR application is still submitted to IRCC.

Graduate-focused pathways have existed within the BC PNP, but they have changed significantly in recent years — some have closed, paused, or been restructured, and current selection is concentrated on the province's priority occupations. Whether a pathway is open to you depends on the current program rules, so verify against the official WelcomeBC pages before planning around a graduate stream.

Yes — that is its purpose. A BC nomination supports a federal permanent residence application. Through the Express Entry BC option, a nomination also adds a large number of CRS points to an Express Entry profile, which in practice usually leads to an invitation. The nomination itself does not guarantee PR: the federal application is still assessed by IRCC.

Employer requirements depend on the stream, but typically include a compliant job offer, evidence of business legitimacy and operating history, and information about the position — duties, wage, and terms. The employer must generally support the application and meet program requirements. Unprepared employers are one of the most common reasons BC PNP files stall.
